The compensation and employee benefits for all City employees are governed by the Salary Resolutions & Employee Agreements shown on this page. The City has one employee association, the Laguna Hills City Employees Association (LHCEA). The Memorandum of Understanding with the LHCEA covers all City employees with the exception of Management, Confidential, and Part-Time employees. Management, Confidential, and Part-Time employees are covered by the Salary and Benefits Resolution.
The City Manager and Assistant City Manager are the only employees who have an employment contract.
